Joint Draft-Dodging Probe Leaves Unanswered Questions

Despite the public's *dissatisfaction with its *accomplishments, the joint investigation team of the prosecution and the Defense Ministry finished its year-long probe into the *corruption scandal dealing with military *conscription.

Amid high expectations from the people for the investigation into the widely-rumored draft-dodging scandals, the joint team began into its operation on Feb. 14 last year, right after it received a list of 119 *prominent figures from the Anti-Corruption Network.

They were suspected of bribing military officials for the purpose of arranging their sons' *exemptions from 26-month *mandatory military service, mainly through *manipulating draftees' medical records or *assignments to good posts.

The unit discovered 327 persons related to the irregularities as a result of its full-scale probe into a total of 1,750 persons, including draftees' parents, draft officials, military doctors and brokers.
조사반은 1750명에 대한 전면 조사 결과, 병역 대상자의 부모 및 병무청 직원, 군의관, 브로커 등 이 불법 관행에 관련된 327명을 적발했다.
The figure *breaks down to 168 people who gave bribes, 134 brokers, including 79 former or *incumbent draft officials and 25 military doctors.

Among them, 159 were *detained prior to trials and 151 were booked without detention, including a former lawmaker of the main opposition Grand National Party. Also, 17 persons, including Song Jae-hwan, ex-head of the *Military Manpower Administration, were put on the wanted list.

이들 가운데 159명은 구속 기소되었고 전 한나라당 의원이 포함된 151명은 불구속 기소되었다. 또한 송재환 전 병무청장을 포함한 17명은 수배 명단에 올렸다.
``It was *unprecedented that the prosecution joined hands with other investigation team. The unit instructed the related authorities to draft a total of 160 military service *evaders after re-examination of their medical records,'' said one official from the joint team.
