Korea, Brazil Clear Way for Resuming Auto Plant Construction
한국-브라질, 자동차 공장 건설 재개 위한 준비 돌입
Korea and Brazil yesterday cleared the way for *resuming the
construction of an automobile factory in the Brazilian state of Bahia, a project Kia Motors had to give up because of its *bankruptcy.

한국과 브라질은 어제 기아 자동차가 부도로 중단했던 자동차 공장 건설 사업을 재개하기 위한 준비에 들어갔다.
In their summit talks at Chong Wa Dae, President Kim Dae-jung and
visiting Brazilian head of state Fernando Henrique Cardoso *resolved most of the outstanding issues related to the biggest *bilateral issue.

한국을 방문중인 브라질의 페르난도 엔리케 카르도주 대통령과 김대중 대통령은 청와대에서 정상회담을 갖고 양국 최대의 이슈와 관련한 현안문제들 대부분을 해결했다.
Chong Wa Dae spokesman Park Joon-young said that President Kim
made three requests regarding resumption of the project - a realistic *adjustment of the project's completion date, *revocation of $200 million in fines and provision of *tariff *exemptions.
* adjustment : making or becoming suitable : 조정, 조절
* revocation : the act of annulling something previously done:폐지, 취소
* tariff : a schedule of duties imposed on imported goods : 관세, 관세율
* exemption : freedom from an obligation or liability : 면제
김 대통령은 이 사업 재개와 관련해 세가지 사항 - 사업 완료 시한을
현실적으로 조정해줄 것과 지연에 따라 부과된 벌금 2억달러를 면제해 줄 것, 그리고 관세 혜택을 부여해 줄 것 등-을 요청했다고 박준영 청와대 대변인은 언급했다.
In response, President Cardoso promised to allow the *postponement
of the factory completion date by two years to 2003 as requested
and ``favorably'' consider the revocation of the fines regarding Kia's *breach of contract.

이에 대해 카르도주 대통령은 요청받은 대로 공장 건설 완료 시한을 2년 연장하여 2003년까지 연기해줄 것과 기아자동차의 계약 위반에 대한 벌금 취소문제는 '호의적'으로 고려해 보겠다고 약속했다.
The Kia project was to be *initiated in 1996 but failed to get off the ground after the disclosure of a *scam by a local Kia dealer and the Korean car maker's bankruptcy.

이 사업은 1996년에 시작되었으나 현지 기아 자동차상에 의한 사기 사건이 공개되고 기아 자동차가 파산함으로써 진척되지는 못했다.
The scam involved a Korean dealer, head of Asia Motors Brazil
(AMB), who took $200 million in proceeds from the sale of cars
made by the Kia subsidiary. He served as Kia's representative in the factory construction deal.
이 사기사건은 아시아 모토 브라질의 사장인 한국인 중개업자가 관련되어 있는데 그는 기아 계열사가 올린 차량 판매 수익금 2억 달러를 사취했다.
그는 공장 건설 현장에서 기아측의 대표를 맡았었다.
After Hyundai Motor took over Kia in 1999, Hyundai has been trying to restart the project that initially aims to *assemble and sell 30,000 units per year, but little progress has been made due to the legal and other issues.

1999년 현대 자동차가 기아자동차를 인수한 후 현대는 초기에 연간
3만대의 자동차를 조립하고 판매함을 목표로 삼아 이 사업을 다시 시작하기 위해 계속 노력했으나 법적인 문제와 그밖의 여러 문제들로 인해 별 진전을 이루지는 못했다.
In the summit, the two Presidents agreed to establish a ``special partnership'' for the 21st century to *enhance their bilateral level of cooperation on a wide range of issues.

정상 회담에서 두나라의 대통령은 21세기를 맞아 많은 분야에서 양국의 협력 정도를 확대하기 위해 "특별 동반자 관계"를 맺는데 동의했다.
