The *prosecution which in the past was so slow and *inefficient *in investigating past political or financial scandals such as the Hanvit Bank illegal loan, ``*furgate ' and venture businessmen's *payoff cases, has this time suddenly come up with speedy and effective *probes into the state intelligence agency's *allegedly illegal funding for the former ruling New Korea Party's (NKP) parliamentary election campaign in 1996.

한빛은행 불법대출 사건, "옷 로비사건", 그리고 진승현 씨의 뇌물수수 사건 등과 같은 지난 정치, 금융 비리 의혹사건들을 조사함에 있어서는 부진하고 늑장을 부리던 검찰당국이, 이번에는 갑자기 그 태도를 바꿔, 1996년 총선시, 舊與 신한국당 개입의 안기부 예산 선거자금 지원 의혹사건에 대해서는 신속하고 철저한 조사를 벌이고 있다.
In a sense, the prosecution's swift action to grapple with the latest scandal is plausible in light of the fact that the case is politically sensitive and highly complicated at a time when the political world is *embroiled in the *vortex of all-or-nothing inter-party strife. The ruling camp _ the Millennium Democratic Party (MDP) and Chong Wa Dae _ are *rallying behind the state prosecution in condemning and *defiling the main opposition Grand National Party (GNP), successor of the NKP, for its *misappropriation of state funds, a crime of that undermines the national foundation

어떻게 보면, 본 사건이 정치계가 극한적 여야분쟁속에서 헤매고 있는 이 시점에서 정치적으로 민감하고, 매우 복잡한 사안이라는 사실에 비추어볼 때, 이번 선거자금지원 의혹사건에 대한 검찰의 발빠른 대응을 어느 정도 수긍할 수도 있다. 현재 여권인 민주당과 청와대는, 국가 예산 횡령은 국가 기반을 좀먹는 범죄행위라며, 구여권 신한국당의 후신인 한나라당을 비난하며, 검찰을 두둔하고 있다.
President Kim Dae-jung, who also heads the MDP, vowed to conduct
a thorough probe to shed light on the scandal, and MDP chairman
Kim Joong-kwon went as far as to contend that GNP leader Lee
Hoi-chang, the NKP's then chief election *campaigner must have
known of his old party's *misconduct and therefore take due
responsibility.

On the other hand, Lee and his party were *infuriated and *blasted the prosecution and the MDP for their *abhorring plot to undermine the opposition party and end the political life of the party leader, its potential presidential candidate, with the *ulterior motive of holding on to power. The GNP leadership also countered that *law-enforcement authorities should investigate the illegal election funding by the ruling MDP during the 1997 presidential election and President Kim's slush funds in particular, including 2 billion won plus some other unknown money, he *confessed to having received from then president Roh Tae-woo ahead of the 1997 presidential vote.

한편, 이총재와 한나라당은 이에 격분하며, 이번 '명단 공개'는 검찰-민주당의 주도권 장악을 위한 음모로, 야당을 무너뜨리고, 강력한 차기 대선 후보인 한나라당 이총재의 정치 생명을 말살하기 위한 "야당죽이기" 공작이라고 강력히 반발했다. 한나라당 총재는 또한 사정당국에 대해, 1997년대선 과정 중 민주당의 부정선거자금과, 특히 1997년대선 전, 노태우 전대통령으로부터 받았다고 자백한 20억원과 기타 출처가 불명료한 자금 등, 김대통령의 비자금에 대해 조사를 벌일 것을 주장하며 반발했다.
Regarding the suspicion on Kim's *slush fund holdings, the
*incumbent prosecution dismissed the case, concluding that there
was no evidence to *incriminate him. Actually, President Kim himself had stated that he would not *take issue with the election funds following the parliamentary passage of a *revision bill of the Political Fund Law. In this connection, the ruling camp and the prosecution are trying to justify the investigation, claiming that the case is not only a matter of political funding but also represents a serious crime against the state and the people for the misuse of *taxpayers money.

To this logic, there is little objection, especially given that the ongoing probe is merely targeted to rectify and prevent such
*diversion of the state budget for political purposes. If the scandal is *verified such *malpractice *perpetrated by past regimes must be done away once and for all.

이러한 논리로 볼 때, 특히 현재 진행 중인 조사가 단지 국가 예산을 정치적 목적으로 횡령하는 범죄행위를 바로잡고, 또한 예방코자 하기 위한 것이라면, 반대할 이유가 없을 것이다. 이번 선거자금지원 의혹사건이 전 정권에 의해 저질러진 불법행위로 판명될 경우 이는 단호히 척결되어야 할 것이다.
Yet, a *sticky question is whether this tight *scrutiny of the illegal funding was politically motivated or not.

그러나 문제는, 불법 자금의 엄격한 조사에 과연, 정치적인 동기가 개입되지 않았는가 하는 것이다.
Judging from the recent series of developments, one is tempted to conclude that the probes were initiated with political motivation. Leading to this conclusion, among other things, is that *allegations made by the ruling MDP leaders have been virtually confirmed and *endorsed by the prosecutors. MDP chairman Kim once told reporters that he had obtained nformation on the GNP lawmakers' receiving the intelligence agency's money with GNP president Lee's full knowledge about the matter.

최근 일련의 전개 상황으로 볼 때, 사건 수사가 정치적 동기에서 비롯된 것으로 보지 않을 수 없다. 이러한 결론을 내린 이유는, 무엇보다도 여당 민주당 지도부 주장이 사실상 검찰에 의해 확인되고 입증됐기 때문이다. 민주당의 김중권 대표는 기자들에게, 한나라당 의원들이 안기부로부터 국가 자금을 지원 받았고, 한나라당 이총재가 이 사실을 모두 알고 있었다는 정보를 가지고 있다고 말했던 것이다.
As if to follow up the MDP chairman's remarks, a list of 180 NKP
candidates running in the 1996 general elections, who received slush funds from the spy agency, was made public by a vernacular paper in Seoul, quoting *judiciary sources.

In the face of rising *outcries from the opposition party and popular suspicions about the motive of the *bizarre *leakage of the list, both the MDP and the prosecution denied its release to news sources.
Paradoxically, Prosecutor-General Park Soon-yong later told
reporters that the list was mostly *authentic, *reaffirming that the prosecution intended to determine the truth about the fund diversion in the absence of political consideration.

However, there are few people who take his statement at face value.
그러나, 검찰총장의 발언을 액면 그대로 받아들이는 자는 거의 없다.
Rather, his remarks seem to *bolster suspicion that the prosecution leaked the list and that it and the MDP had been under close *collaboration and coordination in *coping with the election funding scandal in their political drive against the opposition party. The MDP and the prosecution are now planning to demand punishment of the listed GNP politicians and force them to return the *relevant funds to the state coffer.

Hardly understandable is the fact that Prime Minister Lee Han-dong and ULD acting president Kim Chong-hoh, who were NKP
parliamentary candidates then, as well as some other anti-GNP
politicians, were conspicuously dropped from the list, sinuating
that the *roster involved *partisan tactics. At this point, the prestige and political neutrality of the prosecution is critically questioned, while popular confidence in it is rapidly *dwindling It will be quite a challenge to *rectify the prosecution's *degraded posture and *restore the people's lost confidence in it.

실로 납득하기 어려운 사실은, 당시 신한국당 국회의원 후보였던 이한동 국무총리와 자민련 김종필 명예총재, 또한 일부 다른 구야권 정치인들이 명단에서 누락된 것은 의혹을 사지 않을 수 없다는 점이다. 이는 위 안기부리스트가 당 전략과 무관하지 않음을 내비치는 것이다. 이로써, 검찰의 명예와 정치적 중립성을 의심하는 비난의 질타를 받고 있으며, 검찰에 대한 국민 신뢰도가 급속히 실추하고 있다. 검찰의 삐뚤어진 태도를 바로 잡고 실추된 국민의 신뢰를 회복하는 일은 더욱 힘들게 되었다.
