Seoul's Tango Reform
한국의 탱고 개혁
Western businessmen *liken Seoul's economic reform program to a
tango as Korea and its policymakers have been moving two steps
forward and then three steps back in the pursuit of economic
restructuring.
* liken: to represent or describe as being like, or similar; 비유하다
서구의 사업가들은 한국의 경제개혁 프로그램을 탱코에 비유하고 있는데 그 이유는 한국의 정책입안자들은 경제개혁을 하면서 두 걸음 앞으로 나갔다가 세 걸음 뒤로 물러나기 때문이다.
Why has the restructuring move been *dubbed the ``tango reform''?
Over the past three years, the Kim Dae-jung administration has dug everywhere with the aim of restructuring enterprises, financial companies, *public entities and adopting international labor practices.
But there appeared to be no *resolution to the pending issues, with all reforms remaining in a half- baked stage.

왜 한국의 개혁을 "탱고개혁"이라고 부르는가? 지난 3년간 김대중행정부는 국제 노동사례를 채택하면서, 기업, 금융회사, 국영기업체를 개혁하겠다는 목적으로 모든 부분을 파헤쳤다. 그러나 현안 문제들 중에 타결된 것은 아무 것도 없으면서 모든 개혁의 대상들은 아직도 덜 구운 빵과 같은 상태로 있다.
Foreign *frustration has reached a boiling point as the reform lacks in *consistency, *transparency, principle and direction.
* frustration : disappointment : 좌절
* consistency:the property of holding together and retaining its shape:일관성
* transparency : the state of transmitting light : 투명성
개혁에서 일관성, 투명성, 원칙과 방향이 없어서 외국인들의 실망감은 한계점에 도달되어 있다.
International investors waited three years for completion of the
banking reform. But still the government *grapples with *recalcitrant unions for the merger of the banks, which are *sarcastically described as overcrowded *pawnshops.
* grapple with : work hard to deal with : ...와 씨름하다
* recalcitrant : stubbornly defiant of authority or restraint:고집센; 반항자
* sarcastically : sardonically : 냉소적으로, 비꼬는
* pawnshop : a pawnbroker's place of business: 전당포
국제투자가들은 은행의 개혁이 끝나기를 3년간이나 기다려왔다. 그러나 아직도 정부는 드센 은행의 노조와 씨름을 계속하고 있는 바 한국의 은행들은 인원이 넘쳐나는 전당포라고 비하되고 있다.
The government was not bold enough to shut down ``technically
bankrupt'' banks. Instead these ``bankrupt'' banks are to be shielded by the *bizarre *financial holding company.
* bizarre : grotesque, strange; peculiar; odd; grotesque.기괴한:좀별난
* financial holding company : 금융지주회사
정부는 "부도은행"들을 과감하게 폐쇄할 정도의 용기가 없다. 그대신 이들 "부도"은행들은 이상한 금융지주회사로 방패막이를 받고 있다.
The state-run Korea Development Bank had spurned Ford Motor's
request to trim its *takeover price by 1 billion dollars more than one year ago. Now, KDB appears to be begging Ford to buy at whatever price.
* takeover price : 인수가격
국영 한국산업은행은 1년전에 대우자동차의 인수가격을 1조원 이상
깎아달라는 포드자동차의 요청을 거부하였다. 그러나 이제 산업은행은 포드에게 가격 불문하고 사주기를 간청하고 있는 것으로 보인다.
