Pyongyang's *demand for 500,000-kilowatt electricity at the just-ended inter-Korean ministerial talks has left the Seoul government in dilemma.

The shortage of electricity in North Korea is indeed serious. The country has a production *capacity of 7.4 million kilowatts, which amounts to a sixth of South Korea's capacity. The actual amount, however, is far less, around 2 million kilowatts, since more than 70 percent of the *facilities need to be repaired or *replaced. By some *estimates, North Korean factories are currently running at only 30 percent of their operational capacity due to the lack of power.

북한의 전력 부족 사태는 실로 심각하다. 북한은 740만kw의 생산능력을 갖고 있으며 이는 남한 생산력의 1/6에 해당한다. 그러나 생산 설비의 70%이상이 수리되거나 교체되어야 하기 때문에 실제 생산량은 200만kw 이하의 수준이다. 일부에서는 북한의 공장들이 전력 부족으로 총 가동력의 30%만이 현재 가동중이라고 추정한다.
