Who Rings Knell of Local Autonomy?
누가 지방 자치제의 조종(弔鐘)을 울리나?
Public debate is actively under way over the *pros and cons of
rewriting the Local Autonomy Law in order to allow the posts of
*lower-echelon unit chiefs to be filled by individuals appointed by higher-level administrators, instead of those posts being filled by direct elections.

To express their opposition to the lawmakers' move, the National
Council of Heads of Lower-Echelon Administrative Units issued a
statement pledging that they will fight the possible introduction of the appointment system, which they claim to be a serious *hindrance to the development of the local autonomy system.
