Seoul Banks Ask Gov't to Repay Russian debt

시중 은행들, 정부에 러시아 차관 상환 요구
The *struggle between the government and the banking sector has
entered yet another round.

정부와 은행간의 분쟁은 이제 또 다른 국면으로 접어들고 있다.
This time the *dispute is not related to the highly *controversial financial sector restructuring. It is about the $1.6 billion worth of loans that were extended to Russia during the *previous Roh Tae-woo government in 1991.

이번 논쟁은 이미 고조되어 있는 금융 부문의 구조조정에 관한 논란과는 관련이 없다. 바로 1991년 과거 노태우 정권때 러시아로 나간 16억불 상당의 차관에 대한 것이다.
Seoul-based banks demand that the government *honor the payment
guarantee at the earliest date possible, as they have failed to
receive the loans from Russia.

서울 소재 은행들은 러시아로부터 상환을 받지 못하고 있으므로 가능하면 빠른 시일내에 지급 보증의 의무를 수행하라고 정부에 요구하고 있다.
But analysts forecast that the government payment is unlikely within the year. And the banks may even fail to get the payment by next year, given the *protracted negotiations regarding the state budget toward that end.

그러나 분석가들은 정부의 상환은 연내에는 힘들 것으로 내다보고 있다. 또한 이를 위한 국가 예산의 협의가 계속 지연되고 있기 때문에 내년에도 은행들은 상환을 받지 못할 것으로 예상된다.
According to the Ministry of Finance and Economy (MOFE) and bankers, 10 banks, including Hanvit Bank and the Korea Development Bank, are planning this week to call on the government to honor the payment guarantee immediately.
재정 경제부와 은행에 따르면 한빛 은행과 한국 산업은행을 포함한 10개 은행들이 금주안으로 정부에 지급 보증 의무를 즉각 이행하도록 촉구할 계획을 세우고 있는 것으로 보인다.
"The banks are set to *convey their *stance to the government this week, as they have already determined to do so during a meeting on Dec. 6" said an official of KDB.

"은행단은 지난 12월 6일 회의를 통해 결정한 대로, 이번 주 내에 정부에 자신들의 입장을 전달할 계획이다"라고 한국 산업 은행의 한 관계자는 언급했다.
Banks are eager to be paid for the *overdue loans within this year, if possible.
* overdue : having been in need for some time : 기한이 지난, 늦은
은행들은 가능하다면 올해 안에 이미 만기가 지난 차관금을 회수 받기를 간절히 바라고 있다.
"But it appears unlikely that we will get the payment soon, in view of the current situation" said the official.
"그러나 현재 상황으로 봐서 대출금을 빠른 시일내에 상환받지는 못할 것 같다"라고 이 관계자는 전했다.
